Re: [w3c/webcomponents] Support Custom Pseudo-elements (#300)

I think we, browser vendors, roughly agreed on adding custom pseudo elements last year, however, no one is working on a concrete proposal actively, as of now. I guess that is simply due to our bandwidth problem. :(
