There isn't much inconsistency here, if we consider only Promise handling, I think, since there is currently 
effectively after-Promise-handling. (and in some browsers Promise callbacks run at microtask checkpoint)

And I don't think there is much difference regarding microtasks in browsers.
It is just that your page is using Promises which not in all the browsers use microtasks (yet).
