Where would such normalization take place? As part of the Fetch algorithms in section 4? Or is there a central place where this can be defined?

Also, I now noticed that an empty string destination can mean both connect-src bound features as well as download. I think it might be better to define download as an explicit destination (but it's probably best to do that in a separate PR)
