[heycam/webidl] Constant sequence value (#318)

"However, there is no way to represent a constant sequence value inside IDL fragments."

Either that is redundant with "Sequences must not be used as the type of an attribute or constant.", it's wrong as `[]` is a way of representing a sequence in IDL, or I'm missing something which is also likely.
