[whatwg/xhr] Remove assertion/test annotation system (#119)

@hallvors put a bunch of effort into annotation, linking tests and assertions together. Unfortunately it's not maintained and nobody else really picked it up.

There's an old PR here over two years old that demonstrates that a bit: https://github.com/w3c/web-platform-tests/pull/1272.

I'm inclined to remove the whole system as it seems to have served its purpose in organizing the test suite.

I'll leave this issue open for a bit to give folks some time to comment though.
