Hm yes! I think I was confused by the terminology. I was wrong: "network scheme" is not referenced anywhere else than from the fetch scheme. So indeed, it could just be moved out.

No, it doesn't (URLs can and will have scheme specific stuff), but I also don't think it would be productive of me to file bugs about such problems since those would be schemes the major browsers don't support.
