When you say "dig into it," I guess you mean you'd want to investigate how the relatively low-level `ServiceWorkerRegistration.onupdatefound` and `ServiceWorker.statechange` events are used today? If nobody's using them for anything except refresh banners, that would be the right kind of evidence that a single use-case API is the right thing in this case, right? I'd be happy to help with such an investigation.
