I'm not necessarily convinced String -> USVString conversion needs to be subject to fatal the same way that bytes <> scalar values needs to be. Note that the reason we have it in the latter case is primarily XML, which is the only format I know of that demands such handling. We exposed it to the API as a nicety mostly.
