Re: [whatwg/encoding] Make TextEncoder and TextDecoder be transform streams (#127)

@inexorabletash https://github.com/GoogleChromeLabs/text-encode-transform-prollyfill/pull/6 updates the test to use async / await (much more readable) and adds idlharness.html. The prollyfill fails a couple of the idlharness tests because it (intentionally) doesn't do brand checks. Apart from that, everything looks good.
