Re: [w3c/ServiceWorker] consider fetching service worker scripts with no-cache by default (#893)

We settled on https://w3c.github.io/ServiceWorker/#dom-serviceworkerregistration-updateviacache defaulting to "imports" and have tests: https://github.com/w3c/web-platform-tests/blob/master/service-workers/service-worker/registration-updateviacache.https.html. Closing.
