Re: [w3c/manifest] Single-window mode option (#597)

This proposal is (deliberate) over-simplifying. I made this issue as a "what's the simplest thing we can get away with" type of question. I think we could also go to the other extreme end, or somewhere in the middle.

@kenchris yeah, I've been thinking about this in a service worker context, and relevant to your other proposal too (in fact your other proposal is what started me thinking about this).
