[whatwg/storage] Split "Network" (#46)

As per https://github.com/w3c/webappsec-clear-site-data/issues/24#issuecomment-297967684 by @mikewest we should probably put cookies and the HTTP cache into separate buckets.

It's not entirely clear to me how HTTP auth and channel ID are site-scoped though. It seems channel ID at least could be used for multiple "sites" (origin groups).
