Re: [w3ctag/design-reviews] ViewportAPI naming Re-review (#172)

Taken up at [Tokyo f2f](https://github.com/w3ctag/meetings/tree/gh-pages/2017/04-tokyo). We are happy with these changes, pending an update to the explainer. Thank you for making the changes. We'd like to additionally suggest that, in accordance with our draft [design guidelines](https://w3ctag.github.io/design-principles/#always-add-event-handlers), since visual viewport can fire events there should be handler attributes present, specifically onresize and onscroll.
