Re: [w3c/ServiceWorker] consider how Client API should behave with bfcache (#1038)

* In Firefox, an attempt to broadcastchannel to a page in the bfcache will remove it from the bfcache
* This behaviour seems weird at first, but I kinda like the guarantees it gives
