Re: [w3c/webcomponents] The get-the-parent algorithm shouldn't return null until we reach the root of the current tree (#577)

[One of the test cases](https://github.com/w3c/web-platform-tests/blob/master/shadow-dom/event-composed-path-with-related-target.html#L51) in the web platform tests added by Google tests this behavior.
