Re: [w3c/ServiceWorker] consider allowing multiple worker thread instances for a single registration (#756)

Notes:

* Could Chrome add an option to devtools to close/clear the service worker after each event - this would be super slow because it's handling things in series, but it's a good validation tool
* Sam: the main worry is heavy processing in the SW
* Edge/Safari need to prove that multiple instances is beneficial, but we're open to doing what we can to support this if it turns out to be beneficial
