[whatwg/fullscreen] Prepare for conversion to Bikeshed (#48)

These are changes that make (some) sense even with anolis, done first
to make the Bikeshed changes smaller:
 * Add ids to headings
 * Don't quote attributes without whitespace
 * ø → ø
