[w3c/selection-api] user-select: none and selectionchange event (#74)

Related with  https://bugs.chromium.org/p/chromium/issues/detail?id=621543 and https://github.com/w3c/csswg-drafts/issues/319, the standard doesn't seem to be clear for selectionchange and for actual selection change on interactions on  element with `user-events: none`
