I was referring to http://dev.ckeditor.com/ticket/9998. I see that the behaviour for merging blocks was finally fixed (no inline styles are created). But I can see that e.g. this is still an issue: http://dev.ckeditor.com/ticket/9998#Backspaceunabletoremoveformatting.
