Re: [heycam/webidl] Prevent [[SetPrototypeOf]] on all globals (#209)

Well, I think we also want to get rid of [PrimaryGlobal] at some point (and require explicit [Exposed] usage everywhere) so I think it's best to just call out `Window` directly.
