Re: [heycam/webidl] Prevent [[SetPrototypeOf]] on all globals (#209)

We should add a note here that user agents do not need to implement it for the `Window` object (or make that object opt-out normatively somehow). We went to some lengths to ensure the `Window` object does not need to be an exotic object and I don't think you can write a test that proves it isn't.
