Re: [heycam/webidl] Turn [[PreventExtensions]] into a noop for objects with named/indexed props. (#197)

I might state this as "make [[PreventExtensions]] fail" not "turn it into a no-op". Both are correct, but doing nothing in reaction to being asked to prevent extensions is kind of a failure, as reflected by the false return.
