Re: [w3c/webcomponents] attributeChanged callback won't be enqueued for cloned custom elements (#590)

@domenic @annevk @dominiccooney : I think this is just a spec bug since Chrome seems to be doing this. I've [written a web-platform test](https://github.com/w3c/web-platform-tests/blob/master/custom-elements/reactions/Node.html) which assumes the Chrome's behavior to be correct.
