[heycam/webidl] record inside union is not handled correctly in es-to-union conversion (#191)

https://heycam.github.io/webidl/#es-to-union step 3 needs to consider record types.  This is similar to https://github.com/heycam/webidl/issues/189 and just like it is fallout from https://github.com/heycam/webidl/pull/180
