Could you file another bug with a concrete proposal? We can discuss that later after merging this PR.
Without a concrete proposal, it is difficult to discuss in a productive way.

This PR is basically a part of upstreaming a behavior which has been defined in Shadow DOM specification.
If we want to introduce a new behavior which is not defined anywhere, we should file a bug for that to discuss.
