Re: [whatwg/fetch] allow Request to outlive environment settings object (#388)

Anne explained further in IRC that this is about not canceling the fetch operation if the environment settings object is destroyed.  I got confused because the PR and spec text talk more about the lifecycle of (R|r)equest objects.

Anyway, carry on.
