Re: [heycam/webidl] Specify open dictionaries. (#180)

Re the semantics of half-open, I think both of @domenic's possibilities are compatible with this change, so I'd suggest nailing down fully-open dictionaries and then opening a new PR to discuss which half-open behavior we want.
