Re: [heycam/webidl] Specify open dictionaries. (#180)

I like record given the different semantics and upcoming JS features. However, not sure how to tackle a future half-open. Should that first do the dictionary thing and then enumerate and ignore the keys already handled? That is, what semantics should web animations keep/get.
