Re: [whatwg/encoding] windows-1255 encoding: add mapping for 0xCA (#73)

This is an archaic archive and should not be considered as a reference these days. For example, it does not contain a mapping to euro sign.

Recently Microsoft removed [the former reference site](http://www.microsoft.com/globaldev/reference/cphome.mspx) and put a link to the "best fit" mappings on unicode.org. So the "best fit" mappings should be considered as the latest reference now.
