Re: [heycam/webidl] Specify open dictionaries. (#180)

The new construct is a value object like dictionaries and sequences, rather than a reference like objects, FrozenArrays, Maps, and Sets.

Half-open-ness might, of course, never happen, but I think we have to do it by initializing the dictionary members, and then iterating over all keys to initialize the mappings, skipping the ones that match dictionary members.
