Re: [heycam/webidl] Specify open dictionaries. (#180)

So I agree with @bzbarsky, here. As I [noted above](#discussion_r81783877), it's unclear to me from reading the updated spec what precisely this new construct shares with regular dictionaries. I found that rather confusing and I'm concerned I won't be alone doing so.

@jyasskin also mentioned [possible future extensions](https://www.w3.org/Bugs/Public/show_bug.cgi?id=20158#c18) with half-open dictionaries in mind. What's the plan with that? As future plans to tie the two together (or the absence of such) might help us name these things properly. My feeling is we could easily add openness to `dictionary`, but combining the type requirements of this new construct won't be trivial (and there actual use cases for it?).
