Re: [w3c/push-api] Properly defining `pushsubscriptionchange` (#228)

Subscription invalidation - I think that once an application has responded to the event (and all the waitUntil promises have resolved), the UA should be free to release the old subscription.  Otherwise, I think that this is great.
