Well, yes, but...

If we did, using those would be just something someone "should" do.  Nothing would prevent a spec from directly poking the sequence/record guts and putting the wrong thing in there, right?

In other words, at some point we always bottom out in "spec authors should not do the things they should not do".  We just need to make it clear what those things are.
