Re: [w3c/manifest] Add splashscreen as a `purpose` (#510)

Ok, I've put together a proposal at:
https://github.com/w3c/manifest/pull/530

As I argued already, I'm not a huge fan of "splashscreen" as a "purpose", but this would satisfy everyone's needs.
