Re: [w3c/manifest] Add splashscreen as a `purpose` (#510)

@RobDolinMS, if I understand correctly, that's what @mounirlamouri is also proposing.  I'm supportive of doing that, but would also like the separate `splashscreens` member for the reasons I outlined above.
