Re: [heycam/webidl] Add legacy platform objects. (#230)

Oh, wait, we have a problem. The [[SetPrototypeOf]] section needs to go outside the legacy platform objects section (and its intro needs to change slightly). This is a bit complex to get exactly right, as we discussed previously, but for now that's a good enough fix.
