[heycam/webidl] Modernize and clean up dictionary type conversions (#234)

Some Chrome devs were confused by the current phrasing of "value is the result of calling the [[Get]] internal method of V passing key and V as arguments" as it's not explicit about rethrowing exceptions. While I was there I cleaned up other stuff.
