Re: [w3c/webcomponents] CustomElementRegistry.prototype.get() and case sensitivity (#604)

Also [here](https://github.com/skatejs/skatejs/pull/909/files#diff-9793dbfbf12d7bba475ec4c3ded46adeR92), as the library using this method, we don't know what case the consumer used and since `tagName` is always uppercase, we have no way of telling.
