[w3c/ServiceWorker] Spec client.reserved (#1003)

History of adding `client.reserved`:
https://github.com/w3c/ServiceWorker/issues/870 has addressed issues around exposing the states of a reserved client to SW during a navigation and a worker creation. As part of this work, `client.reserved` has been spec'd (https://github.com/w3c/ServiceWorker/commit/d88e9796315f49a09b0c7361c618b9d068861d06) to provide the reserved state of the retrieved `Client` object.

An issue pointed in https://github.com/whatwg/html/pull/2004#issuecomment-259133467 has been addressed by
