Re: [heycam/webidl] Remove all references to RegExp. (#220)

This looks great to me, although it is one of the cases where having @bzbarsky and/or @heycam weigh in would be helpful.

We should probably be sure to file tracking issues on all engines for this change, since it causes RegExps to be allowed in a lot of places they previously were not.
