[w3c/pointerlock] CFC: Publish FPWD of Pointer Lock 2.0 (closes 15th Nov 2016) (#11)

This is a Call For Consensus (CFC) to publish a First Public Working Draft (FPWD) of Pointer Lock 2.0, based on the current <a href="https://w3c.github.io/pointerlock/">Editor's Draft (ED)</a>.

A summary of changes since the <a href="https://www.w3.org/TR/pointerlock/">Pointer Lock Recommendation</a> of 27th October 2016, can be found in the status section of the current ED.

Please respond (here on Github) to this CFC by end of day on Tuesday 15th November. Positive comments and reactions are encouraged, but silence will be taken as consent to the proposal.
