[heycam/webidl] "File a bug" header goes to bugzilla not github (#122)

It seems that the github bugtracker is being actively used to work on spec issues, but the links in the document header go to the Bugzilla bugtracker, where there are a lot of open bugs, but doesn't seem to be that much activity.

Can the question of "which bugtracker to use" be addressed in the document header?
