[w3c/webcomponents] Algorithms in 6.3. Sequential Focus Navigation are too complex (#496)

There are four algorithms involved in determining the sequential focus navigation order, and they're all intertwined.

Instead, we should spec it so that shadow root and slot creates a [control group](https://html.spec.whatwg.org/#control-group).
