[w3c/uievents-key] "ISO Level 3 shift modifier" is unclear (#18)

In https://w3c.github.io/uievents-key/#keys-modifier , the description of "AltGraph" includes:

> This key is used enable the ISO Level 3 shift modifier (the standard Shift key is the level 2 modifier).

What ISO standard is this referring to?
