Re: [w3c/webcomponents] Need "slotchange" event (#288)

My problem is more that there will be no context to re-construct what had happened.  We'd need insertedNodes and removedNodes, etc... filed for that, and that would be way too expensive for slots.

Like I just said, the only sane alternative is to fire at the same time as the next rAF.
