Almost all of the ideas prototyped in this branch has been implemented / abandoned / sublimed into somethings else and landed till https://github.com/whatwg/streams/commit/e601d69f3ba40e6f4b5506e4bb1fbe3f3eabf393.

The idea of ReadableStream with acknowledgement is well described in some issues e.g. https://github.com/whatwg/streams/issues/324. The reference implementation has been drastically modified. Because of these reasons, we don't need to keep this PR any more.
