If you want to use the same algorithm as the existing permissions, you should call out to the [binary permission request algorithm](https://rawgit.com/jyasskin/permissions/allow-choosers/index.html#dfn-binary-permission-request-algorithm) (whatever we wind up calling it), and you'll get whatever algorithm gets written there. We do need to fill that in; it just wasn't on my critical path for this PR, so I didn't do it yet.
