In total agreement with @seancurtis here. Arbitrarily restricting the use of web components may tend to... artificially restrict their adoption. I'm not sure stymying uptake of them is a good goal. If there were tangible problems and implementation difficulties that existed in the behaviours of the Shadow DOM and Custom Elements, which could be solved trivially by restricting their usage to HTTPS, then it would be a different matter.
