Well, that's because you said you don't want to remove the leading ASCII letter requirement. I would want to remove that requirement in XML documents if we're allowing non-ASCII letters but I'd much rather come up with something everyone agree on than keep debating this. On that ground, lowercase ASCII letters with hyphens is the easiest one to spec.
