[w3c/touch-events] Add informative note about not doing naive "touch OR mouse etc" event handling (#71)

As this anti-pattern is still fairly common, it would be good to have an informative note/boxout warning developers not to fall into naive assumption that once touch events are present, they can stop listening for mouse/keyboard events.
